Heavy Swing improves your bow/STR melee-weapon damage by 3%, at the cost of 10% more stamina per swing. It's fine, I guess, but hardly something you need to beeline for. According to a perk guide I read and the wiki it's 20% damage increase for 10% more stamina. They might've changed it though, so I can't be sure.
The dialogue in Kingdom Come: Deliverance plays a central role in gameplay and in the development of your story. Most of the dialogue options available to you will allow you to select a number of different responses to attain the same outcome based on your specific persuasion skills, and in some cases to enable different outcomes in side quests.
Haggling certainly does. yes, haggling does increase it, but so does anything related to talking/asking questions. Haggling, talking to people, and using speech option when talking increases your speech level. Just generally talking to everyone in the city is a fast way of levelling it.
Game only rewards 10 perk points regardless of what value I set MaxPerkPoints. I can change the stat/skill cap, but all it does is stretch out the ten perk points across the new level cap. Predictably, setting the stat/skill cap to 9 only rewards 9 perk points since the game doesn't have a way of giving you more XP to reward the last perk.

I'm using short swords without the perks OP mentioned and I've got the 20% less damage 30% less stamina cost perk for them as well. My henry is at 15 warfare 17 swords and main level 13 or so. Generally it will take two stabs using a sword specialized for stabbing to take down a Cuman opponent.

I reckon there is a good choice for a mix of ease of ingredients and price. Aqua Vitalis: 2 Dandelion, 1 Marigold. Base value of 70, sell regularly for 20-40ea depending on reputation with vendor. Saviour Schnaps. If you're on normal difficulty, you can sleep somewhere to save. Besides, they are easy enough to make.

This happened to me yesterday. I was saving perk points in Maintenance, because I didn't want to take any of the level 3 ones. I tried to take both of the level 6 perks, but failed both. I thought maybe it doesn't let you skip a perk level. But when I reloaded the save, it worked (I didn't try it again until I had slept/saved the next time).
